Beyond the Boundaries of Parametrization

Abstract


The article presents the basic criteria of the low-exposed social rationality of evaluation, both in literature and research practice, which hardly fits within the vision of parameterization proposed in the reform of the science and higher education system, wrongly associated with the promotion and application of evaluation research. The standards developed in over a century-old history of evaluation find no reference or analysis in it, thus, breaking the convention adopted in science and its applications to discuss and use existing achievements. Therefore, for many reasons, there is an urgent need to recall elementary knowledge, characteristics of possible functions and relationships with other diagnostic tests that should not be confused with evaluation. Ignorance of these functions brings detachment of the evaluation process from its development challenges, values of democratization, socialization and the possibility of animating social changes in the area of its implementation, especially in the science sector, which requires such activation and creative activities. So, if strategies and evaluation studies are not reduced and replaced by socio-technical manipulation of a set of their tools and limited to externally and statically created parameters, they can bring much more results than is designed in the currently practiced and binding system of socially responsible science.
